The Need:
The general assessment of the need was measured and determined by:
•current participation in local recreation programs;
•regional standards in athletic facilities;
•local/national trends in sports;
•AAU competitive venue requirements;
•school athletic program needs;
•and general standards of service delivery for leisure services.

The sports fields being developed are a replacement and enhancement of city park facilities that were eliminated in 2001.
